The City of Oswiecim, together with the Association of Polish Architects, Krakow Branch, has announced a competition for the design of the building of the City Hall in Oswiecim, which will move from its former location at the Oswiecim market square.

purpose

As we read in the regulations, the purpose of the competition is to obtain the best architectural concept of the Town Hall in Oświęcim in terms of architecture, space and functionality and use. The guidelines contained in the Regulations of the competition should be treated as recommended, so deviations from these guidelines are allowed, as long as they are reasonably justified.
The area under study is located in the central part of the city, between Generała Jarosława Dąbrowskiego Street on the south side and Żwirki i Wigury Street on the north side. The square is currently part of the city market, and is surrounded on the north, west and south sides by diverse buildings, with a predominantly residential function.
Among the evaluation criteria are the attractiveness of the proposed solutions, the functional-utility efficiency of the designed building, optimization for investment or the use of the principles of inclusiveness and ecology.

The competition for the architectural concept of the Town Hall in Oswiecim is an implementation competition, limited and two-stage.
In the first stage, participants will be tasked with presenting a study in the form of two boards, a descriptive part (up to 6 pages) and an identification card. Those who qualify for the second stage will prepare a study paper, consisting of up to 6 charts, up to 12 pages of descriptive part and an identification card.
The designed building is to be representative in character and not lower than four stories above ground. As we read in the regulations, the foreground of the building should be characterized by high representative qualities, and the building itself should have a modern body, being a showcase of the developing city. The designed building of the City Hall should have all the rooms necessary for the functioning of a local government facility, including administrative rooms, the City Council, the Registrar's Office and those intended for the City Guard.
One of the competition tasks is the rational optimization of the space and program in terms of the investment budget, as well as the appropriate selection of areas for the various spaces in the above context, and the maximum cost of implementation should close to PLN 46,750,000 gross.

  • First Prize - PLN 40,000 gross and an invitation to negotiate a sole-source contract for the performance of a service based on the selected work.

  • Deadline for submitting requests for clarification of the competition rules (1st round): until April 4, 2025
  • Deadline for submission of applications for admission to the competition: until April 11, 2025, 12:00 pm
  • Deadline for informing participants about admission to the competition: until April 22, 2025
  • Deadline for submission of requests for clarification of the competition rules (2nd round): until April 30, 2025
  • Deadline for submission of study papers: by June 20, 2025, 12:00 pm
  • Deadline for informing participants of their qualification for the 2nd roundof the competition: by July 4, 2025
  • Deadline forsubmission of studypapers: by September 5, 2025, by 3:00 pm
  • Deadline for announcement of competition results: September 16, 2025

The announcement of the results will also be followed by a post-competition exhibition and a discussion on the results of the competition.
