Malgorzata TOMCZAK

Public architecture

In this issue we show many public realizations that have been selected through architectural competitions. In our opinion, this is the most appropriate, democratic form of selecting the best architectural solution - a guarantee of quality. At the same time, in public buildings the investor is bound by the Law on Public Procurement, and according to it the most important criterion for the selection of the contractor is the lowest price. So how to reconcile the design quality, which is fought for by the competition procedure, with the lowest price of workmanship, enforced by law? The architects and architects invited to the issue talk about this contradiction.
