Architectural competition for the development of a concept for a complex of multi-family residential buildings with services at 30B 1 Sierpnia Street in Warsaw.

The Capital City of Warsaw has announced a limited, one-stage competition for a complex of multi-family residential buildings with services at 30B 1 Sierpnia Street in Włochy. The deadline for submitting applications to participate is January 30 this year.

purpose

The object of the competition is to create an urban planning and architectural concept for a complex of multi-family residential buildings with services, consisting of:

  • communal apartments;
  • service premises located in the first floors of the buildings;
  • underground garages located under each building;
  • development of the site with parking spaces and internal roads;
  • neighborhood greenery.

The purpose of the competition is to select the urban-architectural concept that is the best in terms of functionality, economy, visual appearance, pro-environmental, energy-saving and reducing operating costs.

terms and conditions

The competition is a limited, one-stage competition. The Competition is recommended by SARP No. 28/R/2022, and the project is part of the Housing Program of the City of Warsaw.

The Competition is open to participants who can demonstrate their experience in duly completing, within the last 5 years before the deadline for submitting applications to participate in the competition, at least one multi-discipline design documentation, including at least: construction design, detailed designs and a work estimate, on the basis of which a valid construction permit was obtained for the construction of a building or a complex of multi-family residential buildings with a total usable area of at least 10,000m2.

Participants must demonstrate that at the stage of performing the service on the basis of the competition work, the team will include at least one person with a construction license to design or professional qualifications in the following specialties: architectural, structural and civil engineering, road engineering, installation in the field of networks, installations and equipment of heating, ventilation, gas, water and sewage systems, installation in the field of networks, installations and equipment of electrical and electric power, installation in the field of networks, installations and equipment of telecommunications, landscape architecture.

The scope of the study includes the site located in Warsaw, in the District of Italy, at 1 Sierpnia 30B Street. The area is flat
and developed with disused post-industrial buildings (former production facilities of Warsowin company), as well as housing estate surface parking lots and internal roads. Transport service is provided from the south side from 1 Sierpnia Street through internal roads. The development area is directly adjacent: from the north with the railroad area - railroad line No. 8 Warszawa Zachodnia - Kraków Główny, from the east and south-west with multi-family residential buildings and green areas, and from the north-west with sports and recreation areas - M. Kotański Park.

Thearea covered by the competition study is not subject to a local zoning plan. The project will be implemented on the basis of a decision on development conditions, which will be obtained on the basis of the winning competition work.

The design solutions adopted in the competition works should allow for phasing of the investment in terms of buildings and independent construction of internal roads with above-ground parking lots. Each stage should include a residential building along with the necessary landscaping and provision of an adequate number of parking spaces for cars. Phasing should allow partial commissioning of the project.

Existing buildings located in the area covered by the competition study are to be demolished. It will be carried out simultaneously with the construction of the designed complex. The development of the necessary documentation required to carry out the demolition of the existing facilities will be the subject of a service contract after the competition is decided.

Dwellings, commercial premises, recreation areas, sidewalks, building entrances, parking spaces, etc. should allow accessibility and mobility for persons with limited mobility and perception in accordance with applicable regulations. In particular, the competition works should be carried out using the rules established for use in Warsaw.

The competition works should take into account the requirements of natural lighting and insolation of rooms and land development elements in accordance with the provisions of the Regulation of the Minister of Infrastructure of April 12, 2002 on the technical conditions to which buildings and their location should conform. At the same time, special attention should be paid to the problem of insolation of small apartments, whose share in the total number of apartments will be the largest.

The contracting authority is keen that the concept selected in the competition should be characterized by high architectural quality, achieved through a compromise between the budget adopted by the contracting authority and the use of innovative solutions, including in the area of energy efficiency and low-emission.

The design solutions adopted in the competition works should take into account the principles and guidelines for housing projects implemented as part of social housing, which are defined in the Warsaw Housing Standard.

The maximum planned total cost of execution of the works, realized on the basis of the competition work, the author of which will receive an award in the form of an invitation to negotiate on a sole-source basis, will not exceed the amount of PLN 200,000,000 gross (including the cost of design documentation, author's supervision).

prizes

The prize pool for the competition is PLN 100,000 gross. The Contracting Authority envisages awarding the following prizes:

  • 1st Prize - PLN 50,000 and an invitation to negotiate on a sole-source basis,
  • II Prize - PLN 30,000 gross,
  • Third Prize - PLN 15,000 gross,
  • Distinctions - in the total pool of PLN 5,000 gross.

Judged will be the attractiveness and functionality of the proposed solutions; the total usable area of the apartments; the integration of the designed layout of the buildings into the character of the layout of neighboring buildings. The highest points will be awarded to works offering:

  • the largest usable area of apartments while maintaining attractive and functional architectural solutions that guarantee safety, universal accessibility and high aesthetics,
  • skillful integration of buildings into the existing surroundings,
  • feasibility and economy of the proposed solutions,
  • the use of solutions that reduce the operation of the investment will be promoted,
  • the ability to carry out the formal and legal procedure efficiently will be promoted (e.g., by minimizing the area of impact and avoiding obtaining deviations from existing regulations).

  • Deadline for submission of applications to participate in the competition - until January 30, 2023, 4 pm,
  • deadline forsubmission of competition works - counting from the date of sending the invitation to submit works, not less than 8 weeks,
  • official announcement of the results - June 2023.
