09.01.2026Architectural and urban design competition for the development of an architectural concept for the property at 100 Sobieskiego Street in the Mokotow district of Warsaw.
organizer: City of Warsaw, A2P2 architecture & planning
From exclusive apartments to communal housing! The City of Warsaw, in cooperation with A2P2 architecture & planning, has announced an architectural and urban planning competition to develop a concept for the development of the property at 100 Sobieskiego Street in Warsaw, known as "Spygowo".
purpose
As the organizers emphasize, "the adaptation of the existing building, which in the past housed exclusive apartments, together with the development of new communal housing at 100 Sobieskiego Street, is an opportunity to significantly improve the quality of the district' s communal housing stock and change the image of the place. For many, the complex was a symbol of Poland's former dependence on the Soviet Union and the continuation of Russian influence after 1989. Located in the heart of the capital, but taken out of the control of the Polish state, it was perceived as a manifestation of a foreign presence. The complex is intended to serve the residents of Warsaw in the future. The attractive, perfectly communicated location, the unusual architecture of the complex, comfortable apartments with huge balconies, the overgrown greenery to which the view from the windows spreads and the neighborhood of Sieleckie Lake are an excellent basis for providing public housing that provides quality living conditions."
terms and conditions
The competition is an implementation competition, limited, two-stage.
The scope of the competition includes three related parts:
1) development of a concept for the reconstruction of an existing building, included in the Municipal Register of Monuments;
2) development of a concept for a new building (or buildings);
3) a concept for the development of the site.
The priorities set by the competition organizers are:
- aiming for the highest possible number of apartments (in total, in the existing and new building(s)), recommended to provide in the balance for the entire establishment: M-1: 42% of the units, M-2: about 40% of the units, M-3, M-4 and larger: the remaining units, with a minimum of one and a maximum of three apartments of about 120 m² for foster families;
- proposing solutions that are as versatile, flexible, practical and energy-efficient as possible (low maintenance costs are key to investment);
- seeking, given the different conditions of the existing building and the new one, solutions that are optimized on the scale of the entire investment;
- earmarking some apartments with large floor space for adaptation to units accessible to people with disabilities;
- meeting architectural accessibility requirements.
