JURY OPINION
The jury drew attention to the whole range of historical, cultural urban planning and functional analyses contained in the work, which are an excellent basis for design development. The selection of two areas that have been subjected to more detailed design studies is also very apt. A great asset of the work is especially the development of the surroundings of the lagoon, which is subjected to discreet design treatments, leaving the leading role to nature.
