purpose

The purpose of the competition is to obtain, the best in terms of architectural, spatial and functional-utility concept of urban-architectural development of the area of a multi-family sustainable housing estate in Sarni Stok Street in Bielsko-Biała.

Meeting the requirements of sustainable architecture means that the development should be attractive in form, comfortable in use, economically accessible and conducive to the environment. The estate is to be a low-energy residential complex, characterized by extensive use of pro-environmental and pro-social solutions.

The competition is a limited, one-stage, implementation competition and has been assigned SARP No. 1045.

The subject of the competition is to develop an urban-architectural concept for the development of the area of the multi-family sustainable housing complex at Sarni Stok Street in Bielsko-Biała covered by the competition study in accordance with the boundaries marked in Appendix No. 8a to the regulations.

The designed residential complex should be distinguished by the high quality of common spaces, which is expected to foster the creation of neighborhood ties and provide a sense of comfort and security for residents of all ages.

The contracting authority expects competition participants to present an architectural and urban design concept that is the best in terms of functionality, use and composition in the material, aesthetic, cultural, social and ecological sense, taking into account the qualities of the existing tree stock.

An important issue is the cost of implementation of the investment - the ordering party expects buildings that are attractive in architectural form. The estimated planned total cost of investment implementation in developer condition for three repetitive residential buildings will amount to PLN 45 million gross.

The ordering party assumes repetitive buildings (estimated 3-4 buildings).

Thearchitectural and urban planning concept of the estate should be developed in a way that allows 3-stage implementation of the investment, with the possibility of obtaining an occupancy permit for each stage.

The planned multi-family housing estate will be located in Bielsko-Biała, at Sarni Stok Street, Stare Bielsko precinct. The plot on which it will be built (plot no. 180/129) has an area of 22,513 square meters. The area is covered by the provisions of the Local Spatial Development Plan.

As part of the project, the ordering party assumes the construction of about 170-200 apartments, with a total usable area of apartments of about 9,000 square meters.

Theusable area of the apartments should be distributed as follows:

  • one-room apartments - 10%, area of 30-40 sq. m,
  • two-room apartments - 40%, area 40-55 sq. m,
  • three-room apartments - 45%, area 50-70 sqm,
  • 4-room apartments - 5%, area 60-80 sqm.

Of the 2- and 3-room apartments, there should be a range of ~10% of the apartments adapted to the needs of people with disabilities.

Necessary parking spaces should be designed in the area in the number of 1.5 parking spaces per apartment. It is allowed to design single-car garages in the body of the building. It is allowed as a last resort, as it is the least economical, to locate parking spaces in underground garages in buildings.

One commercial unit with a floor area of up to 70 sqm (store) should be provided. In addition, a community center for children with an area of about 130 sqm and a club for the elderly with an area of about 200 sqm should be designed in the first floor of one of the buildings.
The common rooms are to serve intergenerational integration. The premises of the day-care center and the club should be designed in such a way that in case the investor does not obtain funds for the construction of these premises it will be possible to create residential units in this place.

The architectural and urban design concept of the multi-family housing development should be in line with the idea and criteria of a "green building" and meet the requirements of the "Green House" certification process.

  • 1st Prize - PLN 25,000 gross and an invitation to negotiate a sole-source contract for the performance of a service based on the selected competition work,
  • II Prize - 15,000 PLN gross,
  • Third Prize - PLN 10,000 gross.
