Another installment of the scandal surrounding the competition to design a new library in Rzeszow. There is a statement from the SARP General Board

More facts in the architectural affair starringKonrad Fijolek, the Mayor of the City of Rzeszow. After four judges submitted a Separate Opinion to the results of the architectural competition for the design of the "Biblioteka Nowa" complex in Rzeszow, Marek Chrobak, President of the General Board of the Association of Polish Architects, addressed the matter. Below is the full text of the communication.

SARP position on SARP Competition No. 1059

The General Board of the Association of Polish Architects SARP, after reviewing the available facts about the conduct and adjudication of the SARP Competition No. 1059 for the development of a concept for a complex of cultural facilities entitled. "BIBLIOTEKA NOWA" in Rzeszów, it states that the competition bears the highest possible standard of requirements in its organization and adjudication by the SARP Rzeszów Branch assisting the Organizer.

However, the facts revealed from the judging, including the reported "Dissenting Opinion" of four judges, cast a shadow over the course of the judging panel. This was undoubtedly contributed to by the fact that the electronic versions of the competition entries were incomprehensibly and unauthorizedly made available to unauthorized persons who were not the judges of this competition, which clearlyclearly violates the principle of confidentiality of the jury's work and creates an irrebuttable presumption of violation of the cardinal principle of anonymity in every competition with respect to at least one work submitted in the competition. The consequences of this may give the impression of unequal treatment of competition participants, which in all circumstances is a violation of the principles of the Public Procurement Law in force in Poland.

The Association of Polish Architects SARP, as an organization of architects for more than 100 years promoting procedures for selecting architects based on the criterion of quality, where architectural competitions are the most common, is vitally interested in the unquestionable trust in competitions - both on the part of their Participants, architects, and on the part of their Organizers, public procurers.

SARP does not have the tools to verify events in the current situation, but we are open to follow-up inspections of the competition proceedings for the development of a concept for a complex of cultural facilities entitled "BIBLIOTEKA NIBLIOTEKA". "BIBLIOTEKA NOWA" in Rzeszow to be carried out to the necessary extent by authorized state bodies, as needed to restore confidence in the competition procedure in general, and in this event in particular.
