"Property revolution" by the Polish government. Prime Minister announced house projects for a symbolic zloty

12 of August '21

After yesterday's vote on the controversial media law, the Polish government is providing us with new revelations. Prime Minister Morawiecki announced on Twitter the "ownership revolution," which is part of the "Polish Deal" program. What is this revolution supposed to consist of? Among other things, on making architectural designs of modern houses available for a symbolic zloty.

In the #PolskiLad program, we assume a revolution of ownership involving the introduction to the construction system of houses up to 70 square meters at the base. We will propose a number of architectural designs. It will be possible to download them for a symbolic zloty and build an economical, modern and nice house, " Mateusz Morawiecki wrote on Twitter this morning.

"we will simplify what we can".

The ability to build a house of up to 70 square meters is one of the main objectives of the "Polish Deal" housing zone program. These regulations were announced much earlier, but only now do we know that house designs will be available virtually for free. Prime Minister Morawiecki announced the changes boldly, but perfunctorily. He explained that the designs will be available on the websites of municipalities and counties, but it is unclear who will develop them and under what activity. What is known, however, is that it is not only about residential houses, but also recreational houses.

What arguments does the government give for its idea? For example, the number of house building permits from last year, which amounted to 120,000. This is 50% more than in 2015. According to the Prime Minister, this proves that Poles are eager to build houses and should be helped to do so, especially for young people.

The Prime Minister tentatively announced that the projects in question will be for energy-efficient, wood-framed houses.

We want young people to have a better chance of getting their own four corners , Mateusz Morawiecki said during a visit to the Darbud company in Pultusk.

As part of our procedures, we will simplify what we can, and houses up to 70 square meters will be able to be built without permits, without a construction manager, without a construction book, he added.

The head of the government announced that legal regulations that will allow the construction of houses without permits will be ready before the start of the next construction season, i.e. in the next few months. It is also worth mentioning that the minimum area of the plot on which such a house will be allowed to stand is to be about 1,000 square meters.

The requirement to locate one structure for every 1,000 square meters of plot area is intended as a mechanism to ensure that the proposed institution will serve only individual purposes , and not the construction of multi-facility developments, the project's impact assessment reads.

Chamber of Architects of Poland announces opposition

Experts were quick to respond to the prime minister's announcement. The Chamber of Architects of the Republic of Poland announced on social media that it would take firm action to oppose it. On the IARP's Facebook profile, one will find regular updates on the government's actions regarding amendments to the laws: "Construction Law" and "Planning and Spatial Development", which are part of the implementation of the "Polish Order" program.

The draft law that amends the aforementioned laws is available here.
