Wesoła, the former site of a hospital complex in Kraków, is entering the next phase of its transformation. The Kraków City Development Agency is announcing Preliminary Market Consultations regarding the development model for selected buildings and areas within Wesoła and invites entities that can contribute investment, financial, construction, design, or operational expertise to participate. Applications may be submitted until September 30, 2026. What will the next stages of Wesoła’s transformation look like?
In 2019, Kraków purchased over 9 hectares of former hospital grounds in the historic Wesoła neighborhood, located in the immediate vicinity of the Old Town. This area, filled with historic buildings, is slowly undergoing transformation; some sites already serve new functions and are used by institutions, organizations, and other users of the area. Last year, the city also presented a Master Plan for Wesoła, which outlined the directions for the area’s further development. The projects planned in the Master Plan require the development of a model that will enable their effective implementation and subsequent management. The Master Plan Sets the Course
The direction of Wesoła’s development in recent years has been the subject of expert analyses and public consultations. The result is the Master Plan for Wesoła, which structures the development of the entire area. It envisions a variety of functions—including services, innovation, residential, educational, and cultural—that are intended to create a cohesive, multifunctional part of the city.
Preliminary Market Consultations focus on selected elements of this plan. ARMK seeks proposals regarding financing, design, implementation, and the subsequent management of the properties. The discussion also covers possible cooperation models, risk sharing, the timeline, financial mechanisms, and the functions of individual properties.

That is why we want to test our assumptions against market realities and explore solutions that will allow us to build a viable model for implementing this project

The market perspective is crucial
The market consultations are open to all. ARMK invites entities that can contribute the knowledge, experience, and expertise needed to prepare the project—either in its entirety or in a selected scope—to join the discussion. The invitation is primarily directed at investors, contractors, operators, financial institutions, designers, consultants, and industry partners.
Preliminary Market Consultations are neither a tender nor a contractor selection process. This is a preparatory stage during which ARMK gathers the information needed to prepare for future proceedings. For participants, the consultation is an opportunity to gain early insight into the project’s parameters and to present their own conditions and recommendations before the terms of the future procurement process are established. This is the moment when the market can identify which solutions will enhance the project’s feasibility and its appeal to potential partners.
