CPK chief architect will be selected without competition

The authorities of the Central Transport Port have announced proceedings to select the chief architectural designer of Poland's largest transport hub. The selection of the architect will not be based on a competition formula.

Poland's largest infrastructure investment planned in years, with an estimated value of PLN 12.8 billion in Phase I, will be designed by an architect selected not through a competition, but through a competitive dialogue. The company Centralny Port Komunikacyjny has announced a tender to select a General Architectural Designer. The contract includes multi-discipline design services for the investment. The work is to include designs for the passenger terminal building and possible satellite terminals, an interchange for public transportation, a concept for the railroad station and a design for land development of the passenger terminal area, networks and external installations.

The selected contractor will also provide design and documentation supervision services covering the designer's responsibilities including author supervision, as well as consulting and support services including participation in the contracting authority's consultations with key stakeholders (future users, state and local government services, etc.), as well as participation in consultations with potential general contractors. The purpose of these consultations will be to develop optimal design solutions, which should be adequate to the capabilities of available contractors in the market.

Conditions for participation in the proceedings, selection criteria and preliminary bid evaluation criteria can be found on the official CPK website. Mainly the experience of the companies and individual members of the project teams will be evaluated . Points will be awarded for station and airport facilities previously implemented by the firm and its staff, but also for experience in BIM design and environmental certification of buildings. Such criteria seem to favor large, international design firms or Polish offices operating in consortia with them.

big order, little time

The time that the CPK company has given potentially interested parties to assemble project teams and complete the bidding documentation is very short, given the breadth of the study. The deadline for submitting proposals in the proceedings announced in early September was September 27. As CPK spokesman Konrad Majszyk explained in an interview with the Polish Press Agency, the company announced only the first stage of the bidding procedure, which aims to select five potential contractors as soon as possible. Thus, the ongoing proceedings will not directly select the terminal designer. This will take place in the second stage when an architect will be selected from among five entities (companies or consortiums). Design work on the main terminal concept is expected to begin in 2022.

Earlier, as part of an international collaboration, global design firms proposed the look of the airport. Architectural concepts were prepared by Benoy, Chapman Taylor, Foster + Partners, Grimshaw Architects, KPF, Popoulus, Woods Bagot and Zaha Hadid, among others.
