A consortium of A2P2 from Gdansk and KCAP from Rotterdam will develop a master plan to clean up and revitalize the chaotically developing Gdansk South district. The document will cover 164 hectares along the planned line of the Pomeranian Metropolitan Railway South and indicate where new public spaces, services and jobs will be created.
The master plan is a tool that local governments still reach for too rarely. And that's a pity, because thanks to it they can better plan a coherent space. In Gdansk, such a document is expected to help transform the southern part of the city, which is developing dynamically, but still lacks services, recreational areas and efficient transportation.
The master plan will set directions for the development of 164 hectares of land along the planned line of the Pomeranian Metropolitan Railway South (PKM South). It is around the stops that compact development and attractive public spaces are finally to be created. This will allow residents to live, work and spend their leisure time close to home, without the need for long commutes.
A2P2 and KCAP consortium wins.
In September, the tender for the master plan was announced by the municipal Pomerania Development Agency and InvestGDA. Three bids were received on time in the proceedings:
- K&L smart designer (Sopot): PLN 2.4 million (net),
- JAZ+Architekci consortium (Warsaw), MORE Architecture BV (Amsterdam), STOCZNIA Foundation (Warsaw): more than PLN 3.5 million (net),
- Consortium A2P2 (Gdańsk) + KCAP B.V. (Rotterdam): PLN 2.6 million (net).
Two bids (K&L and JAZ+Architekci/MORE/Foundation STOCZNIA) were rejected for formal reasons. A2P2 + KCAP's victory was determined, among other things, by the vision the consortium wants to realize, the way it conducts consultations with residents and its working methods. For this part, the designers received the maximum number of points. Interestingly, the winning consortium additionally proposed analyses of insolation and microclimate of public spaces, as well as noise forecasts around the PKM South station.

The consortium won a set of points for the program charter and a very high score for additional experience and specialists. We were looking for such a partner - with a strong urban planning background and real experience in implementing similar projects ," says Michal Jamroz, project manager at InvestGDA/ARP. - It met all formal requirements and was selected as the winning bid.
A coherent vision in 18 months
The contractor will have 18 months to prepare the master plan. The document will be consulted with residents and entrepreneurs.
Preparing a master plan for Gdansk South is a key stage in planning the city's development over the next decades. The document will allow us to organize the process of land development along the planned PKM line, based on the principles of sustainable mobility and integration of urban functions.

A2P2 (Gdansk) is an urban planning and architectural studio specializing in master plans, public spaces and participatory processes. The team's credits include projects and analyses for the Imperial Shipyard in Gdansk, the Southern Park in Gdansk and the Sustainable Urban Mobility Plan (SUMP).
