Another shopping center ends its life. Instead of stores - 700 apartments

These are the final months of Alfa Centrum's operations in Gdansk. Although the building permit is not yet in place, the fate of the shopping center located in the Przymorze district is already sealed. The developer announces that demolition is set to begin in early 2027, despite protests from some residents and appeals for a local plan for the area.

In January, Tricity-based developer Euro Styl became the new owner of the Alfa Centrum mall, which is scheduled for demolition. The company said it would build 700 apartments and retail units. Preparations to erect a new development had been underway for several years and had generated discussions. In January, a group of Gdansk residents organized a protest against the demolition of the building. There were also callsfor the adoption of a local plan for the area. In February, the Przymorze Małe District Council called on the city to "provide ongoing insight into the planning and agreement process regarding the investment on the so-called Alfa Centrum site."

The District Council finds unacceptable the situation in which key decisions for Przymorze Małe's transportation system are made without real, ongoing participation of the district's bodies, which makes it impossible to provide residents with reliable information, the councilors wrote in the resolution.

Euro Styl: demolition next year

Today the operations of the center, which has been operating at the site since October 2002, are being extinguished, with more tenants leaving the premises. As reported by AiB Euro Styl , most stores will close in June. Only a few tenants with longer leases have decided to remain in the facility until December 2026.

The process is being carried out in stages and as agreed between the parties to the contracts. We would like to point out that some of the center's existing tenants have expressed a desire to continue their business in the future in the new residential and commercial development, the developer announces.

When does the developer plan to demolish, how long will it take to erect a new building - these questions Euro Styl refused to answer. Instead, Filip Nawratil, president of Euro Styl, gave more details in an interview with PropertyNews.pl. According to his announcement, the demolition of the above-ground part is planned for the first quarter of 2027, with underground parking to be used in the new development, which will be divided into five stages.

Asked about the protests, he quipped: "protests are not new.

Almost every investment in a highly urbanized and older fabric generates a public response. In this regard, Alfa Centrum has indeed become quite a hot topic, but it is worth noting that very often in such situations it is not easy to have a substantive discussion that takes into account the broader economic and urbanization context, also changing trends and consumer behavior," Filip Nawratil said.

The developer announces that the total size of the planned service area in the new development is about 3,100 sqm. The service units will be located on the first floor and first floor of the building (facing Krynicka Street), as well as on the +1 level (along the newly created walkway).

In May 2025, the City issued a zoning decision for the project. According to it, the maximum height of the development on the frontage of Krynicka Street is 23 meters - as it is now. But already on the rest of the development site it is to be up to 39.95 meters. The city has ordered the preservation of the service function ( including retail, catering, health, education or social services) on two floors. In accordance with the WZ issued, the existing underground floors housing garage halls will be preserved.

The area on which Alfa Centrum stands is attractive: close to streetcar and SKM, 2.5 km in a straight line separates the center from the sea. This makes it all the more surprising that the city has not enacted a local zoning plan for the area.

The zoning decision makes it possible to transform the existing development and introduce a residential function, in accordance with the direction of transformation indicated in the Study of Conditions and Directions for Spatial Development of the City of Gdansk, by including the investment area in question in the zone of downtown development and the Central Service Belt. In accordance with the expectations of residents, high-rise buildings cannot be realized on the site, and the service function should be maintained," informs Joanna Bieganowska of the Municipal Office in Gdansk.

Consideration of applications for plan changes is suspended

The application for a building permit was submitted to the magistrate in December last year. But the proceedings at the investor's request are suspended. The City of Gdansk is still working on the provisions of the General Plan. We asked the City Hall how the City relates to appeals for the enactment of a local plan for the area and protests by residents against the demolition of existing buildings.

Consideration of the applications that were received for the drafting of a local plan for the "Alfa Centrum" shopping center area has been suspended until a new local law - the General Plan - is drafted, says Joanna Bieganowska.

She adds that as part of the drafting of this document "detailed analyses were carried out to verify the city's spatial policy to date, taking into account, among other things, the current state of development and administrative decisions issued."

The update of the city's policy with regard to the distribution of services, including large-scale retail facilities, is in line with the Development Programs set out in the city's development strategy, Joanna Bieganowska quips.
